Homelessness Code of Guidance For Local Authorities
Housing authorities are required under the Homelessness Act 2002 (the 2002 Act) to carry out a homelessness review and to formulate a homelessness strategy based on the results of that review within twelve months of the section coming into force. This Code includes provision of service to domestic violence survivors.

Homelessness Prevention: A Guide to Good Practice
Ever since the Housing (Homeless Persons) Act 1977, local authorities have been expected to prevent, as well as to respond to homelessness. A purely responsive stance towards homelessness has never been condoned in official policy. Sanctuary Scheme Information Sheet
Even when an abusive partner has left the home a domestic violence survivor may still not feel safe and the abusive behaviour may continue. The Sanctuary Scheme aims to enable a survivor to stay at home with extra security features. Guidelines and documents can be downloaded here.
The Sanctuary scheme can help any person who is threatened with or suffering from domestic violence, regardless of whom owns your home.
The free of charge Scheme aims to give people who are suffering from domestic violence.
The scheme provides additional safety measures to a property:
Locks on windows and doors
Personal attack alarms
Fire safety equipment
Anti – arson letterboxes
The scheme is not appropriate when the perpetrator of the violence still lives in the accommodation, however support and guidance will be offered in these circumstances.
To be eligible to apply to the Sanctuary Scheme, your client must:
•be a survivor of domestic violence
•live within the relevant citty or county boundary
•have rights to occupy your property. The scheme is open to people who own their own property and to people who rent their property. However, in some cases, we do need to ask the landlord's permission for work to go ahead.

Yemshaw v London Borough of Hounslow
